done despite the pressure he had been under and the very tense atmosphere in which he had had to work. He had shown great boldness. The criteria proposed for the definition of political prisoners were completely acceptable, and all that was left to do was to apply them in all countries and to individual cases. The presence of an electoral system which allowed a change of power was an essential feature of the rule of law. He wished to consider in particular the position of Azerbaijan. Any country that sincerely wanted to develop democracy should never create obstacles. The rapporteur had been prevented from visiting Azerbaijan in the course of his work, which was a violation of the rules of the Assembly. Azerbaijan was doing all it could to prevent the adoption of the definition of political prisoner, even though this was not directed against any one country. The reason was clear: once adopted, the definition would apply to all countries, including Azerbaijan. Azerbaijan claimed to be a democracy with a legitimate government, and therefore could not have any political prisoners. For this reason, it was trying to bury the report. The Council of Europe was being tested.
