ԵՐԵՒԱՆ (ՀՅԴ մամլոյ դիւան, 1 Հոկտեմբեր 2014) – Միացեալ Թագաւորութեան արտաքին գործոց նախարարութիւնը 30 Սեպտեմբերին համացանցի վրայ հրատարակած է «Հայկական ջարդերը եւ ՄԹ քաղաքականութիւնը» վերնագրով 54 փաստաթուղթեր, 14 Ապրիլ 2009-էն 27 Յունիս 2014-ի միջեւ գրուած։ Փաստաթուղթերը կը պարունակեն արտաքին գործոց նախարարութեան տարբեր բաժանմունքներու կողմէ գրուած նամակներ Միացեալ Թագաւորութեան նախարարներու, պատգամաւորներու, ինչպէս նաեւ «տեղեկութեան ազատութեան օրէնք»ի հիման վրայ, 14 Մարտ 2014-ին թիւ 0298-14 դիմումը ներկայացնողին, որուն ալ ուղարկուած են վերոյիշեալ փասթաթուղթերը՝ 27 Յունիս 2014-ին։ Դիմում ներկայացնողը ուզած է «Հայոց Ցեղասպանութեան» եւ «Հայոց Ցեղասպանութեան ճանաչման ուղղութեամբ Նորին Վեհութեան քաղաքականութեան» վերաբերեալ բոլոր փաստաթուղթերը՝ 16 Հոկտեմբեր 2008-էն ասդին։
Արտաքին գործոց նախարարութեան Արեւելեան Եւրոպայի եւ Կեդրոնական Ասիոյ բաժնէն դիմում ներկայացնողին կը տեղեկացնեն, թէ իրեն չեն տրամադրեր բոլոր փաստաթուղթերը, որովեհետեւ օրէնքը կ՚արտօնէ չհրապարակել այն փաստաթուղթերը, որոնց բովանդակութիւնը կրնայ վնաս հասցնել Միացեալ Թագաւորութեան արտաքին քաղաքականութեան եւ կամ այնպիսի նիւթեր, որոնք արդէն հրապարակուած են եւ դիմում ներկայացնող շատ հաւանաբար արդէն ունի զանոնք։
16 Հոկտեմբեր 2008-ը այն թուականն է երբ Հայոց Ցեղասպանութեան մասին Միացեալ Թագաւորութեան կեցուածքին վերաբերող նիւթեր տրամադրուած են իրաւաբան Ճէֆրի Րոպեըրթսընին (Geoffrey Robertson), ով այդ նիւթերու հիման վրայ, 9 Հոկտեմբեր 2009-ին հրապարակեց ուսումնասիրութիւն մը՝ «Արդեօք տեղի ունեցա՞ծ է Հայոց ցեղասպանութիւնը – Յղումներով՝ Արտաքին գործոց եւ հասարակապետութեան նախարարութեան փաստաթուղթերուն, որոնք ցոյց կու տան թէ ինչպէս բրիտանացի նախարարներ, խորհրդարանն ու ժողովուրդը ապակողմնորոշուած են»։
Այս օրերուն, Աւստրալիոյ (այսօր, 1 Հոկտեմբեր 2014, Vintage Australia), Գանատայի (7 Հոկտեմբեր 2014, Biteback), Միացեալ Նահագներու (7 Հոկտեմբեր 2014, Biteback) եւ Միացեալ Թագաւորութեան մէջ (16 Հոկտեմբեր 2014, Biteback Publishing) որպէս գիրք լոյս կը տեսնէ նոյն հարցի մասին Ճէֆրի Րոպեըրթսընի աւելի ընդարձակ ուսումնասիրութիւնը՝ «Անյարմար ցեղասպանութիւն մը – Այսօր ո՞վ կը յիշէ հայերուն» (An Inconvenient Genocide: Who Now Remembers the Armenians?)։ Գիրքը նաեւ կ՚անդրադառնայ այս նորագոյն հրապարակուած փասթաթուղթերով դրսեւորուած բրիտանական եւ ընդհանրապէս Հայոց Ցեղասպանութիւնը ճանչնալ մերժող քաղաքականութեան երկերսայնութեան եւ սնանկութեան։
Միացեալ Թագաւորութեան Հայ Դատի յանձնախումբի (ANC of UK) պատասխանատու Սեւան Արթին արտաքին գործոց նախարարութեան հրապարակումի առիթով ըսաւ. «Ճէֆրի Րոպեըրթսընի նման ազդեցիկ իրաւաբանի մը կողմէ գրուած այս գիրքը չէր կրնար անտարբեր ձգել Միացեալ Թագաւորութեան արտաքին գործոց նախարարութիւնը, ով շտապեց հրապարակել հարցին առնչուած եւ հեղինակին տրամադրուած փաստաթուղթեր, այդպիսով փորձելով ինչ-որ ձեւով ինքզինք արդարացնել, նոյնիսկ՝ նախքան գիրքին հրատարակութիւնը այստեղ։ Նոր տուեալներու հիման վրայ Միացեալ Թագաւորութեան կեցուածքը վերագնահատելու պատուէրը իրաւաբան Րոպերթսընին տուած ենք մենք՝ Միացեալ Թագաւորութեան Հայ Դատի յանձնախումբը։ Մենք նաեւ գնած ենք գրքէն հազար օրինակ՝ թիրախաւորուած տարածելու համար քաղաքական, լրատուական եւ այլ շրջանակներու։ Նաեւ՝ ծրագրած ենք գրքին շնորհանդէս կազմակերպել խորհրդարանէն ներս։»

The most controversial issue still arising from the First World War – was there an Armenian Genocide? – will come to a head on 24th April 2015, the day when Armenians around the world will commemorate it and Turkey will deny it ever happened. This question has an international impact; 20 parliaments in democratic countries have voted to recognise the genocide, but Britain prefers to equivocate while the US is torn between Congress, which wants to recognise, and President Obama who does not, for fear of alienating its ally Turkey. In this important book, Geoffrey Robertson QC, a former UN appeals judge, sets out first to prove beyond all reasonable doubt that the massacres and deportations were a crime against humanity which amounted to genocide. The book discloses recent secret policy memoranda prepared in the Foreign Office, showing how an unethical policy of “genocide equivocation” has been developed behind the scenes by British diplomats in order to avoid alienating Turkey. The memoranda reveal how British policy on this issue has twisted and turned in order to avoid stating a truth of which Lloyd George and Winston Churchill were volubly certain, about massacres which Britain condemned in 1915 as “a crime against humanity and civilisation”. The book makes a major contribution to the understanding of genocide, and to the steps the international community must take to prevent its recurrence.

Geoffrey Robertson QC has had a distinguished career as a trial counsel, human rights advocate and United Nations judge. He has appeared in many celebrated Old Bailey trials, defending the editors of Oz magazine and Gay News, the National Theatre over its staging of The Romans in Britain, and the directors of Matrix Churchill in the case that exposed the Iraqgate scandal that helped to bring down John Major’s government. He has argued many death penalty appeals at the Privy Council, defended Salman Rushdie and Julian Assange, prosecuted Hastings Banda and represented Human Rights Watch in the proceedings against General Pinochet. He served as first president of the UN war crimes court in Sierra Leone and as a distinguished jurist on the UN Justice Council (2008-12). Mr Robertson is founder and co-head of Doughty Street Chambers. He held the office of Recorder (part-time judge) for many years and is a Master of the Middle Temple and a visiting professor in human rights. His books include Crimes Against Humanity: The Struggle for Global Justice (a textbook on the development of human rights law); The Tyrannicide Brief (the story of how Cromwell’s lawyers mounted the trial of Charles I); an acclaimed memoir, The Justice Game; Mullahs without Mercy: Human Rights and Nuclear Weapons; and Stephen Ward Was Innocent, OK.
